Less of a rebellion, more of a peaceful protest march
The Hunger Games: Panem Rising is a role-playing card game that seems complicated, but which gets a bit dull once you've mastered its systems.
You start by choosing characters from the movie to form your squad and then explore districts to enlist more recruits. The frequent battles have you pit your whole team against your opponent's. Individual cards have little impact, although you can train your squad to improve its rating.
The concept and visuals are good, but it gets repetitive.
